Spray it with water, then leap onto the cooled platform and from there On the other side of that red-hot portion of the platform, you'll need to continue along more ledges, pausing long enough to cool new platforms with more water bursts or to slam more slugs with your wrench. When you reach the far side of this area, you'll need to use your grappling gear. Leap from a cooled platform, grapple over a gap and when you arrive at the other side, you'll see a bolt. Sadly, it has become rusted to a degree that prevents you from making use of it. Beyond that, you'll see a Zoni hovering in an impenetrable cyclone. To get at the Zoni, you'll need to use some oil on the bolt. Continue beyond the stationary cyclone and you'll see a hover ramp.
Boost over it with the hover boots and then hop along the kick pads. They will carry you across the gap to a new trail.
Follow it and you'll soon find yourself under attack. Defeat the enemies however you like. Your Constructo Pistol seems to work best, or the buzz blades. When the enemies are gone, you can soak up oil from a nearby pedestal, then head to a circular green ledge looking out toward the platform where the Zoni is caught in the cyclone.
