Checking the support page for your model there are no specific drivers for your computer for Windows 10. Since it is an integrated graphics adapter, have you tried installing the Windows 8.1 driver again, or tried to install it using compatibility mode in Windows 10? I tried your suggestions -- I had tried this earlier -- but the drivers for Monitor and for Display Adaptor were current. The flicker is present only when I use the AMD Radeon HD 7660D driver; disabling that driver and going with the native driver eliminates the flicker on the HP 25xi IPS monitor.
On the AMD website I found two interesting AMD articles related to my Display Adaptor driver and other AMD drivers. It appears that there may be a beta -- not supported -- for the driver fix, but I don't know what, if anything, that might fix or break. If you have the time you may wish to check. In a desktop computer, unlike a notebook, you have more flexibility in the drivers you can use. Notebooks tend to be more locked down, because of heat and power consumption issues. In my opinion, you can always try those Beta drivers and see if they help with the issue. You have already tried the older ones using the different methods and there is the flickering.
If the Beta drivers do not help, you can always go with the generic driver for the time being and keep an eye out for more updates. At least then you can do some work (or play) without a likely headache inducing flicker. Just my two cents. I would be happy to hear how if goes, if you want to share what happens here, as others could also benefit from it.
